History:
Luke was born in Flippin, Arkansas to a traditional Ozark family. His parents were Pentacostal and his mother was a folk healer (see this article for more detailed information on the folk medicine tradition in the Ozarks; cool stuff). He grew up not knowing his family was poor, since there wasn't much better to compare themselves to. He spent most of his time out in the woods, working with his dad on the house or learning about folk medicine from his mother. Like most traditional magic, it mostly involved gardening and cooking, along with the creation of talismans, the use of crystals, ritualistic prayer and an exhaustive knowledge of the properties of plants. It's not magic like what most of the Tales would call real magic, but more of a religious practice.
Luke doesn't remember a time that he DIDN'T know he was different, though the term "Tale" would only crop up when he left his hometown after high school. From an early age his mother said he had an old soul, and he remembers more of his past lives than is healthy. He picked up a fiddle at 6 and began to play it, which scared the crap out of his mom. Hisd family was very protective of him, as they felt he "wasn't quite right." How else do you explain a toddler who declares he's a goat?
High school in northern Arkansas is not exactly equivalent to high school in a big city; his formal education is quite lacking, but his practical knowledge of the natural world is quite thorough. Fortunately, he wasn't concerned with the academic world; he was much more interested in the big movements of magic and destiny. His mother urged him to leave his hometown; she told him he had bigger things ahead of him than being a healer like she was. So he had been traveling the country since he turned 18, sometimes settling for as much as a year but never longer than that. He lived very simply, earning money when he needed it (selling plasma is a beautiful thing) and mostly sleeping in his car, or out in the woods. He had 4 older brothers, and some rough neighbors, so he already knew how to fight and was quite a scrapper - a skill that came in handy more than once. He also plays the fiddle, so in larger cities with the capacity for such a thing he would set up on a street corner or in a subway to earn a bit of money to eat off of. The country is much easier, though, with rabbits, fish and plants to eat. (Plus, he has all those past lives' worth of useful survival tips.)
The main point in his wanderings was to seek out magic. He visited a lot of historically haunted places, strong spiritual centers and some downright creepy spots. The worst of them was a spot on the Buffalo River where a large group of Cherokee children had died on the Trail on Tears. He doesn't talk about that one.
Three and a half years ago he was in Chicago, where he met Vegas, aka Kaity. She was enthralled with the young mystic and his skylit drawl, and he thought well enough of her to shack up with her for a bit. They had a roller-coaster relationship for three years; she was busy with school and her band, he wasn't accustomed to being tied to anyone else, and they broke up spectacularly when he slept with the drummer in her band. It was quite complicated by then, and because she was a Tale and quite vocal, their breakup gave him a bad reputation among the Tales in romance. [Vegas was once an active character played by Kris, but since she left the game Vegas is now just a name.] He came to NYC in a search for his goat-brothers, and ended up finding the Bridge Troll. He and Bob had a massive fight (predictably) that ended with Luke landing in ICU with a skull fracture, broken leg, broken ribs, a punctured lung and a ruptured spleen. It messed with his ego something fierce - he had defined himself as the Goat, an essential part of which was being assured of victory over evil. With that illusion shattered, he had to rebuild his identity considerably.
He's currently living in Bear Mountain, NY near NYC, working in construction. He has a blue tick coon hound named Sootie, and Edie Steinlein is his best friend. He's also close to Neil McLaughlin, and is friends with Harrison and Gabe.
Notable Past Lives
1954-1970: Niraja Imani - a young woman in India, killed as a teenager - doesn't remember how she died, which bugs him. No children.
1890-1916: Frank Meyerson - an English soldier who died in World War I; suffered extensive blistering and blindness following exposure to mustard gas. Two children who survived him.
1860-1889: John Ramiel - an eastern European whose village was wiped out by the Third Pandemic of the bubonic plague. Had five children, all of whom died.
1837-1854: Loan - Born to a Dutchman and a Haitian woman in Haiti; short and violent life. Vodoun practitioner of the worst sort, a bokor. She met up with Bluebeard and the Bridge Troll when their boat was in port in Haiti; ate the Bridge Troll's heart and halfway befriended Bluebeard, who was impressed with her crazy. Bore one child, unknown fate - she abandoned it on a doorstep within hours. Tried to raise the Bridge Troll as a zombie; from this Luke has a massive phobia of zombies.
Personality:
Luke's a weird guy. He acts much more like an old man than a young one. He's distractable, weighed down with memories, cranky and blunt. He frequently seems to be off in his own world, preoccupied with magic and with pondering the deep and dark secrets of the world ... not that he knows a whole heck of a lot about it all, but he has good instincts and finds it fascinating in a way that normal mortal existence just doesn't hold anymore.
He's as bisexual as they come because he remembers having relationships with a lot of different kinds of people. He thought at one time he might want a "herd," but is finding more and more that he wants a wife and kids.
He's smart but uneducated, which wears on him, especially up North where it seems to matter more. He is very attached to his family. He tends to expand his protective nature beyond just his Goats to other people that he perceives as being threatened. Whether they want it or not.
In normal interactions he's talkative, narcissistic and unafraid to speak his mind. He spouts off universal truths and likes giving advice but rarely applies them to his own life. He's strangely un-self-aware in that respect. Deep down he's just tired at having to work so hard with people, and feels lonely and isolated because there are so few like him. The ancient is so much more comforting to think about than the mortal and fleeting.

He's occasionally mistaken for some other sort of ethnicity, usually Hispanic, especially since he speaks Spanish. In his spirit-shape, he has big goat horns and rectangular pupils.
The Billy Goat Mythos
The major themes in the story of the Three Billy Goats Gruff are: a) familial bonds, b) surviving by your wits, c) greed and d) confronting the evil that threatens you. Luke is very comfortable with his role, as he remembers going through it a number of times before; he embraces it and owns it more than most Tales. In fact, one of his failings is having too little definition of himself outside of the magic.
Luke is very attached to his mortal family and misses having his "brothers" around - he remembers them from past lives, but has felt the urge to seek them out in this one. He acts very differently towards his core group and "the outside."
Survival by wits is also a big theme of his life, from growing up in poverty to rambling all over the country in search of who-knows-what. He's intelligent but uneducated, rural. And he's willing to use whatever he has at his disposal to protect the people he perceives as being under his protection.
Not sure how greed will play into it, but Luke is definitely seeking out evil to confront. At the moment he doesn't know what form it could take, but one thing is certain - this goat is looking for trouble before it comes looking for him.
Also, goats have an unsteady connection with satyrs, and he's a bit of a lech. That's mostly just for kicks though.
